Message from Minister Education

As the Minister of School Education and Literacy Department, Government of Sindh, I place great importance on improving access to secondary education and elevating its quality in the province of Sindh. The inadequate provision of secondary education has been a major hindrance to the development of a competent human resource.

Moreover, last year's floods have exacerbated the situation, causing partial or full damage to over 10,000 schools. Despite these challenges, the Government of Sindh is steadfast in its determination to rebuild the education infrastructure and address the ongoing deficiencies in the education sector, ranging from primary to higher secondary levels.

The School Education and Literacy Department has launched the Sindh Secondary Education Improvement Project (SSEIP), which has received support from the Asian Development Bank in terms of both finance and technical assistance. This comprehensive project comprises four main components: upgrading 160 primary schools, improving the capacity of teachers in five core subjects, reforming examination boards, and providing science labs for 500 schools across Sindh, with 100 schools managed by the Sindh Education Foundation and 400 by the School Education and Literacy Department. Currently, the project is being implemented in ten districts in southern Sindh, with plans to expand to the rest of the province in the future.

While the project is still in its early stages and has faced some challenges, I am working diligently to expedite its implementation. This reform initiative represents a long-term vision for the provincial government and has the potential to transform the education sector once all construction and teacher training has been completed. I cannot emphasize enough that the Education Department cannot successfully undertake such a monumental effort without your continued cooperation and support.

MESSAGE FROM Secretary, School Education & Literacy Department

In the aftermath of the 18th Amendment to the Constitution of Pakistan in 2010, the School Education and Literacy Department (SELD), Government of Sindh, has undertaken significant initiatives to ensure that all children aged 5 to 16 years have access to free and quality education. Despite these efforts, a critical challenge has persisted: the inadequate number of schools offering education beyond the primary level. Currently, 88% of schools in Sindh are primary schools, with only 12% serving as middle, secondary, and higher secondary schools. This disparity has hampered Sindh's ability to produce a skilled workforce and facilitate pathways to tertiary education.

To address these challenges, SELD has launched a range of initiatives aimed at bridging these gaps and improving the overall quality of education. Among these, the Secondary School Education Improvement Project (SSEIP), assisted by the Asian Development Bank (ADB), stands out as a cornerstone of the department’s strategy to expand access to secondary education.

Under SSEIP, four key reforms are being implemented. First, 117 primary schools across 10 districts are being upgraded to include secondary school blocks. Once the new school buildings are operational, their management and maintenance will be entrusted to Education Management Organizations (EMOs). Preparations for this transition are well underway.

Recognizing that infrastructure alone is insufficient, the project also emphasizes capacity building by training 2,600 teachers across Sindh in core subjects such as English, Physics, Chemistry, Biology, and Mathematics. Additionally, the program is advancing examination reforms in collaboration with the Department of Universities and Boards, engaging all Boards of Intermediate and Secondary Education (BISE) under B&U Department. To promote gender equity, at least 50% of the training participants are women.

The devastating rains of 2020, which severely damaged more than 50% of Sindh’s school infrastructure, underscored the urgency of these efforts. SELD responded swiftly by engaging development partners to secure resources for rehabilitation. I extend my gratitude to ADB for providing additional financing to rehabilitate 722 schools across five flood-affected districts.

With the successful completion of SSEIP, Sindh is poised to enhance both access to and the quality of secondary education, providing a brighter future for its children.

MESSAGE FROM THE PROJECT DIRECTOR

The Sindh Secondary Education Improvement Project (SSEIP), assisted by the Asian Development Bank (ADB), is making dedicated efforts to bridge gaps and expand post-primary education opportunities in Sindh. Currently, 88% of government schools in the province are primary, while only 12% are middle, secondary, and higher secondary schools. The lack of infrastructure for education beyond the primary level has been a major obstacle in producing qualified, competent, and skilled individuals, which are essential for the progress of any society.

It is a proud moment for me to lead this important project, which will significantly contribute to improving the education system in Sindh.

Our work is not limited to building school infrastructure. SSEIP is also introducing key educational reforms to improve the quality of secondary education. For the first time, 2,600 teachers from across the province will be trained in five core subjects: English, Physics, Chemistry, Biology, and Mathematics. The selection criteria for these teachers have been developed by a third-party team of education experts, who also conducted a comprehensive needs assessment.

Given the gender disparity in education, special attention is being given to ensure that at least 50% of the participants in these capacity-building programs are female. Additionally, the schools being constructed under SSEIP follow a gender-sensitive design, including WASH (Water, Sanitation, and Hygiene) facilities and separate staff rooms for female teachers, creating a welcoming and supportive environment.

SSEIP is also focused on rehabilitating 722 flood-affected schools in five districts: Dadu, Naushahro Feroze, Qambar Shahdadkot, Larkana, and Khairpur Mirs. The new school buildings are designed to be climate-resilient and strong enough to withstand future floods using modern low-gauge steel (LGS) technology. Despite challenges, work on this component of the SSEIP is progressing rapidly. Temporary arrangements for all 722 schools have been finalized in collaboration with local communities and education officials to ensure continuity of education.

Lastly, I would like to express my sincere gratitude to everyone for their continuous support and cooperation. With this shared commitment, InshaAllah, we will successfully achieve all the goals of SSEIP and make a lasting difference in Sindh’s education system.

About the project

The Government of Sindh has secured a loan from the Asian Development Bank aimed at enhancing the inclusiveness of the secondary education system in the province. The loan will finance the upgrading of 160 existing primary schools to the secondary level, to be operated under the Education Management Organization program. Furthermore, the loan will support the training of 2630 secondary school teachers to enhance their teaching and learning capacity, as well as the provision of laboratory equipment to 500 secondary schools. In addition, the secondary education examination system will be reformed through the training of 485 assessors and staff of all Boards of intermediate and secondary education in Sindh, the implementation of an Optical Mark Reading System for the boards, and the revision of the curriculum from grades 9 to 12. The Sindh Secondary Education Project has been established to achieve these targets and was approved by the Asian Development Bank in June 2020, with a 6-year implementation period.

Project Steering Committee

The Sindh Education and Literacy Department (SELD) serves as the executing agency for the Sindh Secondary Education Improvement Project (SSEIP). A Steering Committee (PSC) has been established to oversee the project and monitor its progress, chaired by the Chairman of the Planning and Development Board and composed of various government officials and the director of the SSEIP Project Implementation Unit (PIU). The PIU has been created to aid in the implementation of the SSEIP, while the Sindh Education Foundation (SEF) and the Boards of Intermediate and Secondary Education (BISE) serve as implementation partners responsible for their respective areas of jurisdiction.
